= Win98 or higher, browse this page in Internet Explorer, right-mouse
click and choose "set as desktop item", answer "yes" to the questions and
it's done.

you are using WinXP, simply save the file and open display properties in
the control panel and choose desktop, then click browse and choose the
file you downloaded. Then under position, choose the "center" option and
it is done.
